Terms and conditions
The terms on which you use this site and on which I arrange the transport of your goods.

This translation is provided for convenience. In case of any discrepancy, the Romanian version is the one that prevails.
1. Who I am
This site is operated by Soare M Alexandru Iulian PFA, with its registered office at Str. Lt. Dumitru Ganovici, nr. 9, et. 3, ap. 12, Sector 3 (Top Trio Residence), București, Romania. VAT ID 55558455, registration number F2026043042003.

2. What I do, precisely
I broker road freight. I do not own trucks and I do not perform the transport myself. My role is that of a freight forwarder: I identify the right carrier for your shipment, check their licence and insurance, negotiate the price and follow the shipment to delivery.
The transport itself is performed by independent carriers, holding a valid licence, with whom I conclude a separate contract. This distinction matters for liability and is set out in point 6.
In which capacity I work
International forwarding practice, as set out in the FIATA Model Rules for Freight Forwarding Services (1996, revised in 2019), draws an essential distinction, which you will also find in the way I work:
- As agent — when I only broker, that is, I choose the carrier and arrange the shipment on your behalf. I answer for that choice and for the arrangement, not for the goods in the truck.
- As contracting carrier — when I take on the performance of the transport towards you, even if I subcontract it. Then I am liable as a carrier, within the limits of the convention applying to that mode of transport.
In which capacity I act on a given shipment is settled in the quote and in the order confirmation. Unless stated otherwise, I act as agent.
To be clear: I am not a member of any professional forwarding association. The FIATA Model Rules are mentioned here as a reference for the terminology used, not as a sign of affiliation.
3. The site and the information on it
The information on this site — transit times, distances, truck types, document lists — is indicative and provided for information. It describes the usual situation, not a contractual guarantee. Transit times depend on traffic, on the weather, on driving bans and on the driver's legal driving and rest times.
The content of the site, including the texts, the structure and the graphic elements, belongs to me and may not be reproduced for commercial purposes without written consent.
4. The quote request and the formation of the contract
The form on the site is a quote request, not an order. Sending it creates no obligation for either party.
- You send me the shipment details: route, cargo type, weight, loading window.
- I check availability with carriers and send you a quote with a firm price.
- The quote is valid for the period stated in it. After it expires, the price may change.
- The contract is formed the moment you confirm the quote in writing, by email or in another written form.
The confirmed price is firm for the details you gave me. If at loading the goods differ from what you declared — weight, dimensions, number of pallets, ADR class — the price is recalculated, and the transport may be refused if the goods do not fit the allocated vehicle.
5. Your obligations as shipper
- To declare the nature, the weight and the dimensions of the goods correctly.
- To pack and secure the goods so that they withstand road transport.
- To make the necessary documents available: invoice, delivery note or CMR and, for dangerous goods, the safety data sheet and the ADR transport document.
- To provide loading and unloading, unless otherwise agreed in writing.
- To tell me in good time about any particular requirement: temperature, dock, tail lift, unloading hours.
Declaring the goods incorrectly can lead to fines, to the shipment being immobilised and to the loss of insurance cover. The resulting costs remain yours.
6. Liability
International road freight is governed by the CMR Convention, which limits the carrier's liability to 8.33 SDR (special drawing rights) per kilogram of goods lost or damaged. Domestic transport is governed by Romanian law on the matter.
As a broker, I am answerable for choosing the carrier with due care: checking the licence, the liability insurance and the capacity to perform the shipment. Liability for loss of, damage to or delay of the goods rests with the carrier, within the limits above, and is covered by their CMR insurance.
If the value of the goods exceeds the CMR limit, tell me before loading: additional insurance can be arranged, at a separate cost.
Where no transport convention applies — temporary storage or ancillary services, for example — the limits of liability are set in the quote and in the order confirmation, before the work begins.
I am not liable for delays caused by circumstances outside my control: severe weather, road closures, strikes, prolonged border checks, driving bans, or the consignee being unavailable at unloading.
7. Payment
Payment terms — due date, advance, method — are set in the quote and in the order confirmation. Invoices are issued in accordance with Romanian tax law. Late payment may attract penalties, as permitted by law.
8. Claims
Visible shortages and damage must be noted on the CMR, at unloading, in the driver's presence. Without that entry, proving the loss afterwards becomes difficult or impossible.
Hidden damage must be notified within 7 days of delivery. Delay in delivery must be claimed within 21 days. These are the periods laid down by the CMR Convention.
Send the claim to [email protected], with the shipment number, the signed CMR and photographs. I reply within 5 working days at most.
9. Personal data
The data you send me through the forms on this site — name, company, email, phone, shipment details — is used solely to send you the quote and to perform the transport. I do not sell it and I do not pass it to anybody other than the carrier allocated to your shipment, who needs it in order to make the delivery.
You have the right to request access to your data, its rectification or its erasure, by writing to [email protected]. You may also address the Romanian National Supervisory Authority for Personal Data Processing.

10. Governing law
These terms are governed by Romanian law. For international road transport, the CMR Convention applies with priority. Disputes are settled amicably and, where that is not possible, by the competent courts at my registered office.
If you are a consumer within the meaning of consumer protection law, you may address ANPC — alternative dispute resolution or the European list of dispute resolution bodies. The services described here are, however, aimed mainly at businesses.
The European ODR platform was closed by the European Commission, and the old address ec.europa.eu/consumers/odr no longer works. The link above leads to the current list of competent bodies.
11. Changes
I may update these terms. The version in force is the one published on this page, with the date of the last update shown above. For contracts already confirmed, the version valid at the time of confirmation applies.
